Carbon Markets Access Toolkit

This Toolkit provides a step-by-step guide for governments to decide whether and how to engage with regulated and voluntary markets, as well as those facilitated under Article 6 of the Paris Agreement. It aims to help policymakers identify how to participate meaningfully in carbon markets and access carbon finance to help fund climate plans, known as Nationally Determined Contributions (NDCs), and achieve the UN’s Sustainable Development Goals (SDGs).

The Toolkit, developed by the Voluntary Carbon Markets Integrity Initiative (VCMI) in partnership with the United Nations Development Programme and Climate Focus, guides policymakers through five practical considerations for developing robust, effective, and high-integrity carbon market participation, including determining an Article 6 engagement strategy and considering legal and institutional matters.

VCMI’s Carbon Markets Access Toolkit is available in English, French, Portuguese and Spanish.
